Your story is deliciously erotic but I can't actually say that I see much Riley Finn in the character. Doesn't matter really, I suppose. It's been so long since I've read and of the Anita Blake novels that I can't comment on your Vlad. (I stopped reading after she stopped bothering to have a plot in her novels.) He certainly seems like one of her characters.
